PA23 benefits everyone by making procurement a flexible process and enables participation by suppliers of all sizes including SMEs and VCSEs (Voluntary, Community, and Social Enterprise).
PA23 introduces a simplified bidding process, greater transparency via the Central Digital Platform (CDP) and enhanced oversight (Procurement Review Service, Procurement Compliance Service, Debarment Review Service).
